What I ended up doing this time around was using gparted and shrinking the partitions and then taking the image of the new partitions on the drive.
Samsung's cloning utility automatically does it assuming the data will fit - it doesn't care about partition size. It does require you to run the software under Windows, however. I'll typically clean up the source drive as much as possible and then just shrink it down via diskmgmt before capturing. I think some of the cloning software will also just do this for you.
What I do not see here is information about the system you are trying to move to a new drive and how you have prepared OS for the migration. It is able to do sector by sector and also able to keep your volume serial number and uniqueid disk. I would like to thank everyone for there recommendations. Sorry about the late update. I ended up getting a physical dual external drive bay with cloning capabilities. I plan on using gparted to cut the image down to size then using the device to do the cloning.
